Mervyn Burtch was born in Ystrad Mynach, South Wales in 1929. Later he studied music at University College, Cambridge. He later taught at The Royal Welsh College of Music and Drama. 

A Smuggler's Song was composed to celebrate the 90th birthday of fellow composer Ian Parrott, and was first performed by Lesley-Jane Rogers (soprano_, John Turner (recorder) and Keith Swallow (piano) on 11th March 2005.
