This piece is titled Ludwig was here because the music follows the structures of the ?Scherzo? from his ?Violin Sonata op. 30 No. 2?. He was certainly not here because the beginning of the piece is based on the Afro-American spiritual Deep River (anonymous, first published in 1880).
